sad and disappointed

Having been a ward of the Dutch State for 18 years, and having suffered mental and physical abuse in the many institutions and foster homes I was placed in, I feel saddened to learn that victims like me are "awarded" a paltry Euro 5000 compensation for all their suffering, and reading in De Winter report that the Government was aware of the abuse but did not intervene 'as long as the abuse was not too severe'!
